The National Police Commission Region 7, spearheaded by Atty. Risty N. Sibay joined the Cebu City Grand Caravan, last Friday, July 22, 2022 held at Il Corso Mall, South Road Properties, Mambaling, Cebu City. The activity started at around 5am with Scubasurero Coastal and Seafloor Clean-up Drive along the stretch of NuStar going to Il Corso at South Road Properties. It was later followed by the signing of the Manifesto of Support and a One Stop Shop, which was participated by various agencies offering services such as Libreng Tuli, free haircut, free medical and dental consultation, SSEN registration, Philsys ID and Civil Registration. During the activity, NAPOLCOM R7 offered free legal and notarial services as well as certification and authentication services, questions regarding the upcoming PNP Exam were also entertained. This activity is still part of the 27th Police Community Relations Month Celebration with the end goal of improving the proactive crime prevention and police response through strong community relations to better serve the Cebuanos.
“If you ate today, thank a farmer... and a fisherman!”
The PCR Project was initiated by the NAPOLCOM R7 and was conducted in partnership with PRO 7. The activity was conceived as a way to give back to farmers and fishermen who have significant roles in the community by providing free services to them. Various government agencies heeded to our invitation to join us in the endeavor. The activity was held in Tabuelan Astrodome, Tabuelan, Cebu on July 19, 2022 and commenced at 9 o’clock in the morning. A short program was prepared by the Tabuelan Police Station. Mayor Raul Gerona of Tabuelan graced and welcomed everyone in the event. Our office’s OIC, Atty Risty N. Sibay; RCADD Chief, PCOL Antonietto Cañete, CPPO DPDA Nasruddin Tayuan; and CPPO PCADU Chief, PLTCOL Leo Ty were also present during the activity. The PRO 7 band enlivened the atmosphere as they’ve shared their talents in singing and dancing.
The following services were offered, not just for the farmers and fishermen but to all, for free:
- legal services, consultation, and notary public
- medical and health checkup, circumcision
- vaccine for dogs/animals
- processing of PH National ID
- consultations by SSS, DOLE, DENR, and Department of Agriculture
This is also made possible with the participation of the NAPOLCOM R7 lawyers, PRO 7’s Regional Legal Service, and Regional Medical and Dental Unit. Ms Ligaya Ebarita of Department of Agriculture and Ms. Bernadette Bragat of DENR also shared their time and expertise to talk with our beneficiaries. Aside from these, we have partner agencies who have seen the significance of the activity.
Our following partners have shared their resources for our beneficiaries:
- Virginia Food, Incorporation
- International Pharmaceuticals, Incorporation
- Robinson’s Supermarket / Shopwise Cebu The NAPOLCOM R7, RCADD, CPPO PCADU, and Tabuelan Police Station also prepared additional items to give.
The blessings we have gathered and imparted may never equate the hard work and effort of our farmers and fishermen... but we hope we have given them the reassurance that the government, the police, and the community are grateful for them. This wouldn’t be the last time where we’ll interact with our farmers and fishermen. The same with Project Palangga, this is just the start!
The last wave of the Project Palangga, conducted in line with the PCR Month 2022, was held in Hospicio de San Jose in Barili, Cebu, early in the morning of July 15, 2022. This time, we shared our time, talents, and blessings to the elderly in the home of the aged. As our partners have put it, "there is no greater honor than in taking care of those who once took care of us."
There was a short program prepared by the Barili Police Station and CPPO DPDA and PCADU. PRO 7's band and RCADD were also present during the activity, and they have livened up the atmosphere with very energetic performances! Aside from the overwhelming donation from our partners for the hospicio, surely, the various offices of PRO 7 and the NAPOLCOM R7 have proven their great synergy. We would also like to extend our gratitude and commendation to LGU Barili, Cebu, which was well-represented by their very own Vice Mayor Luisito Ponsica. Also, to Barangay Guibuangan personnel who were very supportive and active during the activity.
Furthermore, we would like to appreciate the following agencies as our partners in peace and order:
- Cebu North Mandaue Eagles Club
- Global Group Investment and Property Holdings, Inc.
- Virginia Food, Inc.
- Jollibee Food Corporation
The success of the Project Palangga wouldn't be possible without the will, determination, and conviction of seeing the significance of the project, which all involved agencies portrayed. This would not be the last stretch of Project Palangga. As a matter of fact, it is just the start! We look forward to how we can further develop this NAPOLCOM-Initiated PCR Project. Surely, there will be more collaborations in the future!
The second activity for the Project Palangga took place in Casa Miani Arvedi Buschini in Minglanilla, Cebu on July 13, 2022. This time, we have visited 31 orphan boys who shared their time and talents to us. The activity was attended by the NAPOLCOM R7 team headed by the OIC of OARD, Atty. Risty N. Sibay; the PRO 7 team RCADD headed by PCOL Antonietto Cañete; CPPO’s PCADU headed by PLTCOL Leo Ty; Minglanilla’s Mayor, Atty. Rajiv V. Enad; and Barangay Cadulawan’s Chairman, Hon. Winifredo L. Geonzon.
KDDAT and other youth members of LGU Minglanilla also warmly welcomed all participants during the activity. Father Jhun E. Batac, Administrator of Casa Miani expressed his heartfelt gratitude to all sponsors for choosing to share their blessings to the institute’s kids. The PRO 7 band and Comedy Duo also came to entertain the kids.
Once again, we’d like to appreciate our following partners in peace and order who have seen the significance of this activity:
- Global Group Investment and Property Holdings, Inc.
- Virginia Food, Inc.
- Jollibee Food Corporation
- Minglanilla Police Station Advisory Council
The quality time we spent with the kids was the highlight of the activity. It was a time well-spent!
“Ang mga bata kay palangga sa kapulisan.” - PEMS Egmedio B. Felisan, Jr.
Today we mark another milestone in the hopes of bringing the community closer to the police. The NAPOLCOM-Initiated PCR Project, PROJECT PALANGGA, was officially launched in Bonita Home for Girls in Barangay San Jose, Cebu City on July 12, 2022.
The success of the activity is attributed to the concerted efforts of various agencies whom the NAPOLCOM R7 and PRO 7 identify as partners in peace and order. Our beneficiaries received and enjoyed an overwhelming amount of blessings imparted by our partners, who we are very grateful for.
These are none less than the following:
- Cebu City Government
- Cebu North Mandaue Eagles Club
- Global Group Investment and Property Holdings, Inc.
- Virginia Food, Inc.
- Jollibee Food Corporation
- Talamban Police Station
- RCADD
The activity started early in the morning with a short program where our very own PRO 7 band serenaded the girls of Bonita Home. And of course, our girls also shared their talents in singing. PEMS Egmedio B Felisan, Jr. also had the chance to impart his inspirational experience. It is safe to say, though, that the most enjoyable part for the girls was spending quality time with the police and its partners... and receiving their packed lunch sponsored by the Jollibee Food Corporation. We have certainly brought the happiness that Jollibee has been bringing to the Filipino kids.
DID YOU KNOW? The Project Palangga will be implemented in 3 various areas: Cebu City, Minglanilla, and Barili with 3 different beneficiaries. Look forward to our succeeding PCR activities!
It’s the 4th of July and you know what that means! It’s the start of the Police-Community Relations (PCR) Month Celebration. The Kick-Off Ceremony at 8 o’clock in the morning officially commenced the start of the month-long activities for the PNP PCR projects and activities. These initiatives are implemented with the goal of winning the trust of the public and to strengthen the partnership of the police and the community especially in matters of crime prevention. The ceremony was conducted simultaneously nationwide. In the case of region 7, the Kick-Off was held in the City of Naga where Mayor Val Chiong warmly welcomed all participants. He also expressed Naga’s commitment to support the endeavors of the PNP. The ceremony was attended by PRO 7’s Regional Director, PBGEN Eduardo DP Vega, together with the Command Group. Mr. Prudencio Gesta was also invited as the Guest of Honor and Speaker. The NAPOLCOM R7 team was headed by Atty. Risty N. Sibay, who gave the rationale of the celebration. After the ceremony, the Serbisyo Caravan immediately followed. Various agencies like the BJMP, NBI, BFP, and IBP - Cebu Chapter were invited and offered free services to the public. For NAPOLCOM, our lawyers teamed up with IBP and PRO 7’s Legal Service for free legal aid. Our office also offered Authentication and Certification Services and Queries on Scholarship Matters. Indeed, the success of the ceremony wouldn’t be possible without the concerted efforts of all partners and stakeholders.
DID YOU KNOW? The Police-Community Relations (PCR) Month Celebration is to be celebrated every year as mandated by the Proclamation No. 764. During the celebration, all PNP offices/stations/units conduct various projects and activities that will help achieve the goal of the celebration.
